My reason for the prediction :

With Happ and Pavetta coming to the mound, I totally expect this game to be one that is very competitive and low-scoring.  The Under has been prevalent in 9 of the Phillies last 11 games while being the play in 8 of the last 13 outings.  Combine that with the fact that the under was the play in 7 of Pavetta’s last 9 starts while being the result in 2 of the last 4 games for Happ, I will certainly take the under in this contest as it has the makings of a true defensive matchup.
